Apr 18 07: Since the publication of the Iraq Confederation Peace Proposal on January 31, 2007, Senator
Biden has updated the first three points in his five point plan for Iraq. Therefore, I have updated Question
19 to reflect his changes. While the updates improve his plan, my criticisms of it are still the same.


Jan 18 08: Another significant politician has come out in favor of a confederation plan for Iraq: Mowaffak
al-Rubaie, national security adviser to the head of Iraq's governments since March 2004. In an opinion
piece published today in the Washington Post entitled "
Federalism, Not Partition - A System Devolving
Power to the Regions Is the Route to a Viable Iraq
," Mr. Al-Rubaie writes "The shape of a reconstructed,
federal Iraq could vary, but it should permit the assignment of nearly all domestic powers to the regions,
to be funded out of a percentage of oil revenue distributed on the basis of population. The federal
government should be responsible only for essential central functions such as foreign policy (including
interregional affairs), defense, fiscal and monetary policy, and banking. Regional parliaments and
executives would govern their areas."
